On behalf of the Norwegian waste association (Avfall Norge), Carbon Limits studied the opportunities for and practical consequences of including waste incineration under the EU ETS. Norwegian authorities are considering imposing a CO2-tax for the fossil share of emissions from waste incineration (e.g. from combustion of plastics) or including the sector fully under EU ETS (only a few Norwegian waste incineration plants are covered by the EU ETS as they are supplying heat to industrial users).
