Project description

The overarching goal of the project is to develop the institutional capacities for establishment of the emission trading scheme (ETS) in Ukraine on the basis of the EU experience in implementation of the Directive 2003/87/EC. On the operational level, the ETS Implementation and Registry Division at MEPNR is the implementation partner.

The assignment contributes to the achievement of the following outputs:

1. Development of a sound information basis for capsetting;

2. Development of proposals for allowance allocation rules.
