Carbon Limits created a customized and comprehensive capacity building plan (CBP) for Article 6 based on an analysis of current capacity in relation to institutional, regulatory, and infrastructure needs for engaging in Article 6. The plan also addressed linkages with other carbon pricing instruments, such as a domestic crediting framework and emissions trading system. The CBP includes scope of work for a two-year integrated technical assistance program, including staff training, analytical support from consultants, and registry development. The team also provided a full day in-person training session in Hanoi with key government officials on a wide range of Article 6 topics.
