Project description

The Ministry of Climate and Environment and the Ministry of Foreign Affairs in Norway commissioned Carbon Limits to analyze the barriers to implementing mitigation measures for reduction of black carbon and methane in the oil and gas sector. It is a follow up to a project where Carbon Limits studied the BAT and abatement costs for mitigation of methane and black carbon from upstream oil and gas activities in the Arctic. The report addresses two general causes for barriers to exist: lack of knowledge about emissions and abatement options as well as lack of capabilities and readiness to act. The roles of the various players (industry, industry associations, international institutions, technology providers, regulators) are analyzed and suggestions made as to who can do what to achieve reduction in emissions.
