Project description
This was an integral project on regulatory/policy and institutional capacity assessments and benchmarks on flaring, venting, and fugitive emissions in Argentina and Ecuador. The scope of the project included emissions estimations from current databases, operators’ databases, and satellite images, as well as satellite data obtained from three sites per country. Finally, the project included a set of recommendations for improving regulatory/policy and institutional capacity, as well as the identification of three mitigation projects for each country.
- Assessment of current regulatory/policy frameworks on flaring, fugitive and venting emissions from the oil and gas sector from Argentina and Ecuador, including an international benchmark with Brazil, Canada, Mexico, and Norway.
- A review of the institutional capacity of institutions involved in the issue, including interviews of key stakeholders in each country.
- A set of recommendations for policy/regulatory and institutional capacity development/improvement.
- Review of 6 installations’ satellite images on methane emissions
- A national estimate of methane and flaring emissions based on satellite images, operator’s activity data and current databases
- Identification of three projects per country for emission mitigation
